Health data exchange policies associated with the HITECH Act (.pdf) are taking shape, but a Health and Human Services Department official says providers’ incomplete implementation of the Health Information Portability and Accountability Act has emerged as a unexpected hurdle.
HHS knew provider and consumer education would be an important factor for the widespread implementation of electronic health records, but some of the education is “really base-level HIPAA 101, before you even get to the exchange piece,” said Joy Pritts, chief privacy officer at the Office of the National Coordinators for Health IT. Pritts spoke as part of a Nov. 14 webinar hosted by the National eHealth Collaborative.
